وزیر خزانہ محمد اورنگزیب نے نیویارک میں منعقدہ کلائمیٹ امپلیمنٹیشن برج (BRIDGE) کے اعلیٰ سطحی اجلاس سے خطاب کرتے ہوئے زور دیا کہ عالمی ماحولیاتی وعدوں کو صرف بیانات تک محدود نہیں رہنا چاہیے بلکہ انہیں کمیونٹیز کے لیے ٹھوس اور عملی نتائج میں تبدیل کرنا وقت کی ضرورت ہے۔
وزیر خزانہ نے ماحولیاتی اہداف کے حصول کے لیے تین اہم ستونوں پر زور دیا:
- مضبوط پالیسی فریم ورک
- مالی وسائل تک رسائی
- ملکی سطح پر منصوبوں کی بروقت تکمیل کی صلاحیت
انہوں نے کہا کہ پاکستان اپنے ماحولیاتی پالیسی کے فریم ورک کو بہتر بنانے کے ساتھ ساتھ مقامی اور بین الاقوامی وسائل کو متحرک کرنے کے لیے کوشاں ہے۔ تاہم، ادارہ جاتی رکاوٹیں اور قابل عمل منصوبوں کی کمی اب بھی موثر نفاذ میں ایک چیلنج بنی ہوئی ہے۔
وزیر خزانہ نے 2022 کے سیلاب کا حوالہ دیتے ہوئے کہا کہ بین الاقوامی وعدوں کے باوجود، منصوبوں پر عملدرآمد کی صلاحیت نہ ہونے سے وسائل کا مکمل استعمال نہیں ہو سکا۔ انہوں نے عالمی شراکت داروں پر زور دیا کہ وہ عملی 'نو ریگریٹ' (no-regret) فیصلوں کے ذریعے مذاکرات کو عملی اقدامات میں بدلنے پر اتفاق کریں۔
Finance Minister Muhammad Aurangzeb, speaking at a high-level event for the Climate Implementation Bridge (BRIDGE) in New York, emphasized that climate commitments must transcend rhetoric and translate into tangible benefits for communities.
The Finance Minister outlined three essential requirements for effective climate implementation:
- A sound policy framework
- Access to finance
- Enhanced capacity to deliver projects at the country level
Aurangzeb highlighted Pakistan’s ongoing efforts to strengthen its climate policy framework and mobilize financing through domestic and international sources. He noted that despite generous pledges, institutional fragmentation and a shortage of bankable projects often hinder progress, citing the challenges faced post-2022 floods as a primary example.
He urged international partners to build consensus around practical 'no-regret' decisions, moving the dialogue from commitments to actionable, measurable outcomes.
